These bars are filled with the creamiest, dreamiest, fudgiest chocolate fudge ever. It's so amazing, we made its layer just as thick as the oatmeal cookie. 😈 There should be enough dough to make two even layers, but if you end up spreading too much dough on the bottom, it's okay to scatter big clumps of the remaining dough on top instead.
More of an oatmeal raisin cookie person? 1. You're CRAZY. Chocolate + oats is way better. 2. Our classic recipe is the absolute best. Even raisin-haters (🙋) can't hate 'em.

Ingredients
For cookie layers
- 2 cups
all-purpose flour
- 2 cups
quick-cooking oats
- 1 tsp.
baking powder
- 1 tsp.
kosher salt
- 1 cup
(2 sticks) butter, softened
- 3/4 cup
lightly packed brown sugar
- 3/4 cup
granulated sugar
- 1 tsp.
pure vanilla extract
- 2
large eggs
For the filling
- 1
(14-oz.) can sweetened condensed milk
- 1
(12-oz.) bag chocolate chips
- 2 Tbsp.
butter
- 1/4 tsp.
kosher salt
Directions
- Step 1Preheat oven to 350°. Line a 9”-x-13” pan with parchment paper and grease with cooking spray. In a medium saucepan over medium-low heat, combine sweetened condensed milk, chocolate chips, butter, and salt. Cook, stirring often, until melted. Remove from heat.
- Step 2In a medium bowl, whisk together flour, oats, baking powder, and salt.
- Step 3 In a large bowl using a hand mixer (or in the bowl of a stand mixer), beat butter, sugar, and vanilla and until light and fluffy. Add eggs one at a time, beating well between each addition. Add flour mixture and mix until just combined.
- Step 4 Spread about half the cookie dough into prepared pan in an even layer, then spread chocolate filling on top. Scatter remaining cookie dough on top.
- Step 5 Bake until set and lightly golden on top, 40 minutes. Cool to room temperature before serving.
